Yes.
Higher rated coaches help the players train higher (if their stats allow it).
Youth coaches help youth improve faster (I'm assuming? harder to see).
Other coaches help to, but again in hidden ways (better scout results?, better Assistant Manager decisions, better injury recovery/avoidance.
The average staff rating also improves your club ranking/points, which is beneficial to get to the next tier and attract better staff (each 1000 increment ...1500, 2500, 3500, etc)
Again, mostly invisible except for how fast new players train under stronger coaching is fairly obvious.

Better coaches train faster as well as higher.
Youth coaches it's hard to tell for certain, but it would seem intuitive that they train youths faster too.
Better scouts don't return better results, but they do return results faster, meaning you get to see more players.
Better physios make players recover faster, and it can literally be the difference between a player returning from injury a day earlier or not.
I don't believe assistant managers even do anything, but they improve your average staff rating, improving your club rating.
There is a reason that clubs strive so hard to reach the club rating barriers for better staff, you know!

As an example, Chikamoto was injured in my reserve match yesterday. He has a stiff neck, which takes 3 days to recover from if you have physios below a certain level. My physio is rated 56, which means that instead of Chikamoto being on recovery 49 today, he's on 51 and will be back after tomorrow's update, allowing me to get an extra day's training in.
It's small differences like that that add up to make a big difference in the long run.
