Maximum staff size 14
Hi
I only have 13 a coach retired so advertised for a new coach
offered a contract to one guy but got this message this morning.
We currently have as many staff as the Board feel the club can support.
We therefore will not negotiate any further with Milton Aggio unless you can reduce the current staff head count.

I'd guess because your CR had dropped below the 5500 threshold yesterday (day 1) when the offer was considered, it could have treated your max staff as 13 at the time? That's if it is done before the new CR (and update to max staff) is calculated. That's the most likely reason. Try again.
