Squad sizes
There's a club in Brazil's Serie D that's gone absolutely bonkers in signing players for the last week or so and now somehow has a squad of 36 players. Even at 7501, I'm only allowed a squad of 33. How is this possible?

I'm pretty sure the rests aren't working as intended either. Two clubs in Serie A have been taken over recently and weren't reset to 23 players. Or has this changed without me realising?

I think as long as you bid on a player before getting to your max squad size, you will can still land the player (it says you can negotiate, but it still logs the number you tried to offer if I remember right).

So in theory you could land a play up to 7 days after hitting you max squad size
1)Bid on player (closes in 5 days)
2) hit max squad size (closes in 4 days)
3) (closes in 3 days)
4) (closes in 2 days)
5) (closes in 1 days)
6) (closes today)
7) Negotiation day 1
Negotiation day 2
9) Player will arrive if successful - 8 days after bidding, 7 days after max squad size.

This is not a good strategy, but it is possible (I lost a $20M+ youth by being over squad max)

With 2 more signings today they now have a squad size of 38.

FS, I can't be sure exactly how 'makeovers' or 'resets' were eventually implemented, but I hope this helps you understand :

Here are some quotes from Ron about how 'makeovers' or 'resets' were intended to work.

First, note that there are two kinds of resets:

Ron said: "The initial reset for manager vacancies will be as minimal as possible with only critical issues addressed: The point here is NOT to weaken the club or to strengthen it, but to offer it as far as possible as it had been. If the club has good or great players it will keep them except in extreme circumstances."

In the case of those two clubs in Brazil's Serie A, they already had large squads of decent quality, and after their "initial reset" they both had 26 players in their squads.

The mention of "not weakening or strengthening the club" is probably why they both still had squads of 26 players after being "reset".

The second reset:

If a team is not taken over immediately a second reset will take place.

Ron said: " Resets (the 2nd reset) for new managers will be comprehensive, with a 12th position average." So when a club is not taken over immediately, it will get another reset to the division's average quality."

In every case I've seen over the past few weeks, reset teams end up with between 23 and 26 players..

Perhaps resets to 23 player squads was more common a while ago when teams had smaller squads and were still growing, and may be still the case of second resets for weaker clubs. But now there are many clubs with larger squads, it seems that 23-26 players is more common, especially for clubs after the "initial reset".
