I think it's quite straightforward. You only see a green arrow if an individual attribute increases by more than 1 point. So an increase of 0.9 points in Tackling, for example, will not display a green arrow
but is very likely to increase the Tackling attribute by 1 point (if you track each attribute on a daily basis).
Therefore a training match will increase all trainable attributes by less than 1 point, meaning no green arrows, but still improve your player overall.
It would really be quite helpful if we could see a decimal point for each attribute, although probably not as easy on the eye.

I personally never use training matches, because of the overall strategy I use to train my players. I also never use half the other available training assignments. You can max out a player by only using 7 of the possible assignments without incurring the fatigue penalty for the more fatiguing ones like Training Match.
