Why so many yellow cards when the aggression i set as 4?

I think some of it depends on getting the right captain in your team and also how good your players discipline ratings are. Some better managers than me may be able to tell you what attributes to look for in a good captain.

Some refs just love showing off their cards...

I notice the ref in your last game had a strictness rating of 20, I don't think there's much you can do about that part of it. There may be other factors but I've no idea what.

Yellow cards are for breaking the rules, not necessarily for aggression.

One of the fixed attributes is aggression so this may have something to do with it.

All fixed attributes are supposed to be high though, right? Surely it can't have that much of an impact, or all the top teams would be getting red cards every game...

I think it's a combination of referee strictness, player skill, and the RNG.
