If you look at the history, MOT Whites was at the top of Serie A for 20+ seasons, so it's reasonable for them to have a fully developed stadium.

With that stadium to fill at your level it will be tough, and your maintenance fees could be crippling. You won't get anywhere near a full house no matter how low you set your ticket price so just experiment with prices to find the maximum overall income - and remember that your fans do cost you a bit of money too so the total ticket sales aren't the only number you need to look at. 500,000 from 20,000 fans is better than 500,000 from 25,000.
The flip side is that stadium improvement is an enormous cost that actually has an incredibly long payback in cash terms. So if you can make it through where you are now then you will have a massive advantage on other clubs below the top 30. You might have to sell a couple of top players and just use their fees to burn through until you're stable financially. Tough but probably worth it long term.
