Well purely from mathematical perspective, you don't want your academy to be locked out with no free slots over a long time - leaving your scouts hanging for an extended period. I've hit that a few times and it feels it's an important resource not managed well during those. Of course I'm tempted by spectacular rated youths of a low age whenever I see them and I do sign one every now and then, but I would avoid picking up too many of them.

In all my days of looking for youth my scouts have never come across what I found today.

16 year old left footed centre back rated 81.
